Priorities
Initially intended to be technology-neutral, preliminary hydrogen incentive guidelines from the U.S. Treasury have become overly prescriptive. These policies would squelch investment at this early stage in the industry’s development. We are in the early stages of a trillion-dollar opportunity to revolutionize the sector with low-carbon fuels and create over 3 million jobs.
To support these goals, Congress and the Aministration must:

1. Permit the combination of RNG with natural gas in the Section 45V framework.
2. Reduce the lead time for the book and claim implementation from 2027 to 2025.
3. Ensure the stability of the GREET model through a permanent framework to avoid future regulatory risk.
4. Modify the hourly matching requirement to enable hydrogen development in energy-dominated states so that the entire country can benefit from low-carbon solutions.
5. Support permitting reform.
